The proposed regulations, allow only 3,000 Historic Horse Racing machines throughout the whole state. That number is not sufficient to grow and sustain the native horse industry for the long term.  The Virginia Racing Commission should have the discretion to increase the number of Historical Racing Game Terminals to allow for the future growth of Thoroughbred Horse Racing in Virginia.
