Unless the board is going to require 36 submissions of prior work for all its regulants that have been approved by VDH (operators, installers, wastewater works operators, waterworks operators), then it should remove the expectation for only one of the regulants (OSEs).  Installers can submit 36 installations that have been approved, wastewater works operators can submit their 36 daily logs that have been reviewed and approved, etc. 

It seems highly unfair and arbitrary to pick out one type of regulant for a specific entry standard that nobody else that DPOR regulates (including other boards and licenses) has to meet.

Please remove the regulation that requires the submission of prior work to show experience.
