I and many of my collegues are opposed to PTs performing "dry needling". It is a safety concern for the public. Liscensed Acupuncturists are trained for 3-4 years (up to 3200 hours). This training includes extensive western and eastern diagnostic methods; training how to needle (including the needle depth, anatomy under the needles; and when to use what points); anatomy, physiology. 900 hours of clinical supervision and much more.
The proposed legislation to allow PTs to do an invasive procedure with just a few hours of training is dangerous to the public. To date all major injurys (pneumothorax, punctured organs, etc) have been found to be by under-trained Chiropractors or PTs. You would not allow an Acupuncture doctor to perform surgery just because they are trained in anatomy, so why would you allow PTs to perform "Dry Needling" which is Acupuncture with little to no training?
