The paper ballots are FAR LESS SUSCEPTIBLE to fraud. The electronic system can be compromised and hacked. I have heard testimonies in court (on video) from the State of Florida asserting this.  Virginia, as well as  our nation, would take a step in the direction of integrity in electing leaders with a return to paper ballots.
