As it pertains to voting, I understnd there's some uncertainty as to what "Valid Photo ID" means. It should mean a US, State, or Local Government-issued ID with a photograph that's recent enough to be recognized as the person who intends to vote. The ID must not have passed its expiration date, and it must show the person is a resident of Virginia.
If anyone's ID does not meet these requirements, he or she will be issued a PROVISIONAL ballot. Provisional ballots will be verified only if their numbers could affect the election. In that event, only those ballots whose voters can be individually verified will be counted.
