Once a photo ID has been issued, the identity of the recipient is established.  Whatever the reason for the issuer to provide an expiration date, it is irrelevant to the identity of the ID holder.  This proposed regulatory action will have almost no effect on preventing voter fraud, but will function to prevent eligible citizens from exercising their franchise.  This runs counter to the democratic principals on which this country was founded.
