I am pleased to see that the Dept of Corrections approves doing away with restraints for women prisoners who are in labor or delivery and the times preceding and following. Just thinking of using restraints immediately calls up "cruel and unusual punishment". Please include a public reporting requirement to assure acountability.
Other states who do not use restraints have not had incidents of women causing harm or escaping.
Medical experts are not in favor of such restsraints and see the possibility of great harm in using them.
