Comment on Virginia Stormwater Management Program (VSMP) Permit Regulation?s (4VAC50-60?)

Dear Sirs:

I am in favor of continuing the Stormwater Pollution Prevention Plan.  It is essential to protecting our natural resources.  As a social conservative, it is important that our society and government does not get bogged down in regulations that stop or impede the progress of business in Virginia.  Maybe someday, the EPA and can be eliminated as a government agency.  But, as long as we allow business to take precedence over protecting our resources, the EPA and other such agencies will grow bigger and obtain more power.  We must use the conservative hunters and fishermen of this state, in whom a plethora of knowledge exists concerning the health and well being of the state and her water.  When these voices take a back seat to progress, disaster such as the fish kills on the Shenandoah River in the early 2000's take place and the this gives the Federal Government the excuse to control and regulate in a greater fashion.  I ask that you listen to the voices of the fishermen of this state and self-regulate on this issue.  Thanks,  Robert T. England, Winchester VA
