12VAC5-31-940. Drugs and substance abuse
 

We fully support the intent of this section. However, requiring agencies to test for drugs or intoxicating substances is an unfunded mandate from the Commonwealth which we cannot support because we simply cannot afford it.  We have an extremely limited budget, our funds will be better spent on equipment, apparatus and infrastructure needs.  Has there been a problem throughout the Commonwealth with drug abuse by EMS providers?  We have not seen this, maybe because we are in a rural area.  What studies have been done on this topic that justifies this regulation and the associated expense and time that will be expended?
