As a resident of Prince William County and a family member of a Medicaid waiver recipient, I am writing to submit my formal objection to the proposed 56-hour soft cap on Personal Assistance services.
Imposing an arbitrary weekly limit on care hours directly threatens the stability of home-based support. The administrative assumption that family caregiving can be reduced to 56 hours without severe consequences is deeply flawed. Individuals with complex developmental and medical needs require intensive, continuous interventions that cannot be fit into a standard hourly ceiling.
Supporting these individuals within the home is, in the long run, the most responsible and sustainable policy for both families and the Commonwealth of Virginia. I urge DMAS to re-evaluate this amendment and completely reject the 56-hour cap proposal. The state must prioritize supporting vulnerable citizens and ensuring the long-term sustainability of home-based care rather than enacting short-sighted budget cuts.
