Reinstate EVV Live-in Exemption

I am a parent caregiver along with my adult son, caring for my disabled son (his brother). We are writing to convey our profound concern, distress, and anxiety over DMAS's choice to eliminate the Electronic Visit Verification (EVV) live-in exemption for families like ours.

Caring for my child around the clock is already a physically and emotionally demanding reality. Compelling live-in parent caregivers to log into an electronic system to clock in and out introduces a redundant, heavy layer of administrative pressure to an already taxing daily schedule.

We often have to serve multiple shifts during the day and ending the live-in exemption for EVV places an unfair burden on my family. It forces us to manage mobile apps, navigate technical errors, and monitor specific shifts, multiple times a day. This will keep us from being able to devote our full energy and focus to what is actually vital: my son’s health, safety, and overall welfare.

We share a home together. Our house is the environment where care is delivered, and our responsibilities never stop. Forcing parents and family members to digitally track precise hours does nothing to enhance the standard of care. Instead, it creates artificial bureaucratic hurdles and penalizes devoted families who are already stretched to their limits.

I earnestly request that DMAS listen to the experiences of parent caregivers and reinstate the EVV live-in exemption. This will allow us to focus on providing direct care to our children without facing unnecessary mental and logistical strain.

Thank you!
