Complete conflict of interest and discrimination against those with disabilities

Hello, I'd like to start out by introducing myself. My name is Brandi and I am the single mother of a  wonderful 7-year-old boy who due to a birth injury has cerebral palsy.. he is an absolute Joy and the best part of my life however his cerebral palsy is so extreme that he needs care 24 hours a day and assistance with literally everything, all activities of daily living.  We have been on the CCC plus waiver basically since he was diagnosed so going on 6 years now maybe a little longer. The waiver is really the only way that I am able to work so that I can take care of us. There are no daycares who accommodate children like mine. We also have no family in the state of Virginia or anywhere. It is truly just he and i.  I'm reading these proposed changes the state of Virginia plans to make and I am horrified. The Fiscal Agent is contracted by tDMAS which is a state organization who operates with their best interest in mind which would also mean the company they contracted or the Fiscal Agent, PPL or ccdn also operate with dmass or Virginia's best interest in mind.  You are completely removing the advocate / protections for the person with disabilities. Honestly this is disturbing and reprehensible . These people with disabilities cannot advocate for themselves now you're taking the only Advocate that they had away and you intend to just make all decisions about their care? This is illegal. This is a blatant conflict of interest to have the Fiscal Agent also handle the duties of a service facilitator. The service facilitator advocates for the child to the state on behalf of the person with disabilities to ensure that they receive all the hours that they need all the different things that the state will deny at every turn because the state does not want to pay. They assist with appeals and are truly the only advocate for the disabled person. The state obviously does not care about advocacy for these people all they care about is money.  Effectively what is happening is the state of Virginia has named themselves judge jury and executioner of every disabled person in the state and will dictate everything about their care with no input from anyone else and with no system of checks or balances. They also want to remove the request for a denial to be reviewed by a higher level person within DMAS? This is unacceptable unconstitutional and illegal.  I will be contacting my legislature as well as any attorneys I can get involved in this.  This cannot be allowed. This level of control over somebody's health Care should never be given to one singke organization especially not the organization who has to pay for it. This is literally a matter of life and death and it's sickening
