If oversight of the Service Facilitation service is what DMAS is looking for, then look no further than the pilot program that Anthem Healthkeepers is doing. In order for the Service Facilitator to get a pre-authorization for personal care services, the Anthem Care Coordinators and the Service Facilitation team must communicate with each other and come to an agreement of the proper Plan of Care for the Patient. In this scenerio, the independent Service Facilitator can still advocate for the best interest of the patient without being coerced by the insurance companies or the payroll companies. The model that DMAS wants to use is the Service Facilitator will work directly for the payroll company...thus losing the independence to freely advocate for the patient.
Again, if oversight of the Service Facilitator is the ultimate goal of DMAS, take a look at the Anthem Healthkeeper model just implemented. With this model, Care Coordinators will be able to easily identify some of the horrible Service Facilitators out there that should be removed and allow the Service Facilitation model continue as a stand alone service.
