On Basic Competency Item 3.12- 

If the competency states that staff must follow universal precautions, it should include the proper use of personal protective equipment (PPE) and appropriate work-practice controls, as these are essential components of universal precautions—not just handwashing.

At a minimum, there should be competency checks to ensure staff understand when and how to wear PPE, particularly gloves, and how to safely handle and dispose of needles and other sharps.

3.12 Follows universal precaution procedures to minimize risk to self and others.

The current competency check only addresses handwashing with soap for at least 20 seconds. I recommend expanding it to include:

• Demonstrates proper handwashing for at least 20 seconds.

• Identifies when gloves and other PPE are required and demonstrates their proper use and removal.

• Demonstrates or explains the safe handling and disposal of needles and other sharps in an approved sharps container.
