Unless absolutely necessary, the constraining of prisoners during pregnancy and childbirth diminishes respect for the sacredness of human life and the regard for inherent human dignity that we all possess as human beings.
The American Congress of Obstetricians and Gynecologists and the American Medical Association opposes the practice of shackling inmates due to health risks it poses to the life of the mother and her child.
It is my sincere hope that this practice will not continue.
