Cruise ships come in many sizes and the emit a certain amount of pollution, but so does everything in our life: homes, cars, appliances, and even our lawns.  Cruise ships have many federal regulations regarding oil pollution, black water, gray water and air emissions.  In addition, almost every community has historical significant sites.  Yorktown isn't much more significant.  I don't see the need for state regulations.
