My opposition to adding Section 310 is smiply not everyone can afford it. Although I am a fan of GPS collars, and use them every time I turn a dog out, there are some who still use the older telemetry type "beep beep" collars and simply can't just go out at $350 per collar and replace them due to the cost.

I would venture to guess GPS collars are used by the majority of the deer/bear dog hunters today with more and more coming on board as they can afford it.
