Does the DOE have a written procedure for everything they do?  And can DOE ENSURE it is followed??  

Like how about a written procedure for how licensing inspections will be conducted fairly no matter the inspector?  

how about a written procedure for keeping unannounced inspections to under an hour in length?  

how about a written procedure for how they will inspect every school?   How that will ensure it will be done 2 times in a 12 month period??  Even if you are short staffed?!?  

do the public schools have all these same written policies and do they ensure them as well??   

is there a liability concern if by making schools ensure that things will happen??  What if there is an emergency situation (ie. unresponsive child, intruder, etc). And the written policy is not followed?
