Only children 5+ may apply their own soap

8VAC20-781-580 Topical skin products

C. Children five years of age and older may have access to and may apply their own hand sanitizers, liquid hand soaps, sunscreens, lip balms and hand lotions labeled "Keep out of reach of children" provided that the label does not contain any other warnings listed in 8VAC20-781-230 A and is used under adult supervision.

  • As written this standard means that all children aged 4 and under may not have access to liquid soap to wash their hands. Only children aged 5 and older may have access to and apply their own liquid soap.
  • This will create a programmatic hardship for all centers. Since most liquid soaps are labeled "Keep out of reach of children" all children (even up to age 12) will no longer be able to wash their hands without adult supervision.
  • Please delete liquid soap from the list.
