Wording of 8VAC20-781-660 (C) should not force nature-based/forest schools from existing.  Children at a nature center or in a natural outdoor area will be in areas with wild animals - squirrels, birds, etc.  That is wonderful and a great learning opportunity, not necessarily hazardous, if supervised/handled appropriately.
