A petition like this has nothing to base itself on, the water comes onboard the vessel, passes

through pumps and then goes back overboard, the pumps cause it to get air mixed in making it look frothy.  The same thing happens on thousands of other boats with other types of fishing, as in shellfish, crabs, or even sports fishing, would such a bill also be directed at

them.  The petition is wrong to even be looked at.
