Parents as paid caregivers

It really makes very little sense when a service facilitator has oversight, not to allow a parent to be the EOR.  Apart from to make it difficult for parents to continue as paid caregivers, what is the reason for this?

Allowing parents to be paid to be the caregiver for their child has been a massive boon for my family and many others and it really makes no sense to take this option away or make exceptionally difficult.  By default many of my fellow parents act as the caregiver performing tasks above and beyond parenting a typical child.  Even when we have had paid aides and I have been unpaid, it has been necessary to stay at home to train aides (who have a high turnover rate) and cover for ones who called in sick or simply never showed up or in case I sent agency aides that weren't up to par (frequently) and couldn't be left alone with a nonverbal child.

During this time of parents of paid caregivers we have seen fewer meltdowns at home and at school as we have not had the disruption of rotating through a new aide (the good ones leave for college or a better job and the bad ones are replaced).

And yes, the ability to earn a little more money as the parent has meant I have been able to replace and repair the things my child breaks around the house.
