The proposal regarding EORs defies common sense.  You expect families who could not find paid attendants to now locate unpaid EORs to perform the laundry list of very-involved duties you've created?  The EOR role you are proposing is not one you would ask a casual friend to fulfill, and if you have no family nearby you would just be out of luck.  

If you don't want families accessing this program, then just say so.  Implementation of this proposal would create a situation where families get excited about the possibility of what could be, only to be deflated once they read the details and learn they won't be able to comply with the EOR piece.  Frankly, it's just kind of mean.  Be honest, say what you mean, and eliminate the program altogether if that's what you really want.  Don't create a de facto barrier that ensures families don't qualify.  The whole point of Medicaid is to help people.  

And don't even get me started on the log-in/log-out thing.  So many families already have so much hardship in their day-to-day dynamics, and this would just introduce a level of awkwardness and weirdness.  DMAS, how about putting some of your energy into trying to help families?
