Eor and limiting hours for parents

I don’t think the possibility of the eor not being a parent is going to work for a lot of families.  I am personally the eor for my sons dad but we don’t live together. But the new stipulations would mean I can not do that and we would need to find someone else to do that. We have no family and that is really hard to trust someone else to be an eor but also take on the responsibility when it doesn’t help them.    Also if the child is given a certain amount of hours and it’s in the allowed amount of hours for an attendant, I don’t see how it is fair for the non parent can’t get 56 hours but the parent is only allowed 40. Most parents are doing the job because it’s what’s best for the child and they more then likely can not find anyone else to do it.  I understand trying to put in precautions to prevent fraud but why not add new stipulations for the facilitator because from what my understanding that is what they are supposed to be doing.     We have barely seen or talked to ours since December so why not put the pressure on them and not the families who are already stressing about everything else.  If it is ok for a non guardian attendant it should be allowed for guardian attendants also.    Please don’t make special needs parents lives harder then what it already is. We have struggles everyday and this is just another one that doesn’t need to be one. Thank you
