This is a valuable idea, in part because in some cases noncitizens choose to become citizens and if they have voted before becoming a citizen it becomes a hurdle to their citizenship process. They may have inadvertently gotten placed on the registered voter list, and this mechanism would allow noncitizens to be appropriately removed from the registered voter list and protect them from negative ramifications if they ever decide to become a U.S. citizen.
