The decision to enforce the presence of External Employers of Record (EORs) and restrict parents from being compensated care attendants significantly disrupts care continuity and raises serious concerns regarding data privacy. The proposed changes jeopardize the seamless transition and consistent delivery of care services by mandating the involvement of EORs, who may lack the necessary familiarity and expertise to provide specialized care. Moreover, granting EORs access to children's sensitive personal information introduces potential privacy breaches and compromises the confidentiality of their data. Preserving parental involvement as compensated care attendants ensure a higher level of care continuity while safeguarding sensitive information's privacy and security.
