The proposed imposing of a rigid 40-hour work limit fails to acknowledge the inherent complexity and diversity of care needs among children under the CCC Plus waiver. Children with complex medical conditions often require tailored, individualized care beyond a standardized hourly limit. By disregarding these children's unique circumstances and multifaceted care requirements, the proposed changes neglect the principles of person-centered care and the necessity for flexibility in caregiving. As primary caregivers, parents possess invaluable insights into their children's medical profiles, preferences, and routines, enabling them to deliver specialized care that optimizes health outcomes. Restricting their caregiving capacity to a strict hourly limit undermines the provision of comprehensive, personalized care and risks compromising these vulnerable children's well-being and developmental trajectory.
