Voter roles should be as accurate as property tax rolls and should be compared against them to find see if the voter list is accurate.  The permanent absentee ballot list makes this especially important given reports of non deliverable ballots being placed in baskets by mail carriers with no oversight as to what happens to them.  

Jury questionnaires would help determine whether a voter legally resides in Virginia and is qualified to vote, this is another step towards instilling confidence that Virginia's voter rolls are maintained with the highest degree of accuracy possible
