Voter rolls are sine qua non of election integrity.  Voter-roll maintenance statewide has been historically and disgracefully ignored. Polling indicates that the Public has lost all confidence that their individual votes will count, given the opportunities for cheating, evidence of extensive fraud, suppression of the election fraud truth by the press, and lack of proof that fraud is not rampant.  It is imperative that governments at all levels restore confidence in voting integrity, the foundation of our Republic.  This measure is a step toward regaining confidence that effective list maintenance is occurring.
