"prior to the delivery of BIS case management services, the case manager must make an evaluation visit to where the individual resides to conduct an assessment for service planning and begin the MPAI-4 assessment of severity and the person-centered planning process."

This should not be the first visit location. Meeting people where they are is a great practice but a mandatory first visit at an unknown residence could have negative outcomes in a number of ways. The obvious would be clear and present danger at said location. Another scenario is that a case manager could have a misconduct claim levied against them and the first visit being in a persons home could at very least, tarnish their reputation.
