Eliminate in-home requirement
 

The manual states that the assessment for eligibility of TCM must be completed in the home by a case manager. This is, in current BI CM providers' experience, not safe and also not necessary. Case managers trained in assessing clients for eligibility are able to do so through a combination of phone calls, interviews, and in-office meeting(s). Current BI case managers do not enter client homes until they have assessed that it is safe for them to do so, which most  often occurs AFTER a client has been deemed eligible for services and opened as Active. The in-home requirement is not necessary for assessing eligibility.
