To whom it may concern,

My daughter Bernadette has Down syndrome.  While she is a blessing in our lives, we greatly appreciate that we can also serve as her paid caretakers.  No one will love and tend to her as well as her own parents.  To make it more burdensome for parents is the creation of another bureaucratic problem.  

No system is perfect.  Please do not add greater burdens on our already burden laden shoulders.
