Be smart about this. Keep the policy.
 

Why would it seem like responsible parents would not be suited to care for their child? Sure, you can end this policy and force these struggling families to pay for more than just their own hardships. Or, you can let this policy stay or even improve it. The disabled deserve just as much care and attention as those without them, and it’s a moral responsibility to help provide that. Keep the policy, and ensure that these children get the best support available, even when it’s just their closest family and friends.
