The Board of Elections should not make it more difficult for voters to cast an absentee ballot in Virginia. These proposed regulations would do just that. The fact that a voter who omits the date on Envelope B would have their ballot rendered invalid (as stated in B8) is not protecting the vote. Additionally, the Board of Elections should add a section to this proposal to specify that an illegible signature does not mean that the ballot is invalid. Without this, different Board of Elections around the state will not know whether or not they should rule a ballot invalid simply because one of the signatures is hard to read.
