Although the "plan" is tasked with engaging the "whole" community, it is imperative that this concept be more definitive and representative as a subset or adhoc committee of the Commonwealth (officially).  This could be a task force that monitors the plans goals and creates regularly scheduled intervals of feedback from the "whole community" an ongoing basis to satisfy the five year mark.  We would recommend an effort that provides small grants for advocacy  and outreach efforts that increase information penetration in harder to reach communities within the Commonwealth.
