Gaming Commission meeting

I was at a meeting in Harrisonburg about October 11, to learn about changes of Regulations upcoming with Gaming commission regulations, mainly the topic to cover Electronic machines in Social quarters. We were told we would receive an Email the next week with the possible Regulations changes. I never received the Email but got this link on November 21, with 2 days to read and reply? My thoughts are the minimum UOP of 40% is unreasonable, 10 to 20% would be more reasonable. It would be good to have a reasonable time to complete a trial report to see how this change would effect, the gaming commission and the  charitable organizations. This could greatly effect the future of these organizations. With what I understand as requirements, we will have increased accounting manpower and security manpower, will this be include in the cost of operations?
