It seems to me the mandatory donation 40% is a really steep cut out of the gross. Perhaps it would be better to either a) make it 15-20% of the gross, or b) make it 40% of net income. Clubs have to pay their employees and expenses, and smaller clubs will be hit hardest, perhaps not even being able to survive.

Regarding 11VAC20-20-70, would request to have this removed/rescinded, as some clubs don't have the revenue to do this on a weekly basis.
