This law will reduce overall charitable contributions
 

The proposed legislation's changes to what constitutes Use of Proceeds will ultimately reduce or eliminate charitable donations from many organizations.  By not allowing mortgage payments, salaries of required staff, operational expenses and other previous allowances to qualify as Use of Proceeds, many organizations could become insolvent.  This would have the overall effect of reducing charitable contributions throughout the Commonwealth.

At a very minimum, the above-mentioned expenses must be allowed to qualify as Use of Proceeds.
