I am writing in opposition to llVAC20-20-40 Section K, mandating that 40% of its electronic gaming adjusted gross receipts be given to charity. This mandate, if implemented would have and significant impact and may effectively cause our Lodge to close. Our Moose Lodge relies on these proceeds to be able to keep our doors open to our members and provide charitable assistance to our community. Our Lodge is a fraternal organization that historically, had the mission to help in assisting families who had lost the primary breadwinner and take in orphaned children who had lost their parents. Today Moose Lodges across Virginia and our county provides charitable assistance to community members – individuals and families, through donations to individuals, families, churches, food banks and kitchens, civic groups for young people as well as Moosehaven for seniors and Mooseheart for children in need. Much of our community assistance provides help where federal, state, and local governments and other agencies fail to provide much needed assistance. This regulation appears to be punitive and will further erode the ties that bind communities together when more than ever they need to be strengthened. We urge you to reconsider this regulation and the dramatic impact it will have on organizations such as ours.
