Stricter Standards for care of selling puppies and kittens
 

Customers have a right to know the history of a puppy or kitten, and the breeder it came from and wether they are certified by the USDA. There should be civil fines imposed on stores that do not have a sign clearly visible where the animals are being sold stating this information is available, or even have the information on a sheet right there so customers can read.  When I was in college I was fined $500 for driving with my headlights off and I wasn't even out of the parking lot.  I think a store should pay triple that if they are found not in compliance, and they can be fined that amount for each day after the first violation that they are not in compliance.
