AMVETS Post 18 Comments on Recent Changes to Charitable Gaming Laws

I serve as the Commander, AMVETS Post 18 located in Stephens City, VA. Our Post serves Military, Veterans and their Families living and working in the Northern Shenandoah Valley with matters important to their wellbeing. We also provide a social quarters which provides comradery in a safe environment. I am writing on behalf of our 160 Veteran members, 65 Ladies Auxiliary, 45 Sons of AMVETS, and 20 AMVETS Legendary Riders. This is our family. Our Post provides a safe haven for our Family. We rent our space from a landlord for $2500 each month. We are fearful that taking away or impeding the important income stream realized from gaming will severely cripple our Post as we will not be able to make financial ends meet and may be forced to shutter our space.

We respectfully request the Commission to consider the following requests:

  • Allow the wages and salaries directly related to gaming activities be charged to UOP with the remainder being charged to business expenses.
  • Restore the language that allows direct real property expenses to be charged to UOP with remainder charged to business expense.
  • Revisit the 40% UOP requirement for electronic pull tabs and adjust the requirement to a lower figure of 10%. This is in line with tithing.
  • Allow the use of gaming funds to support membership functions such as appreciation dinners, day with a Veteran, etc.
  • Establish a grace period of 6 months to allow AMVETS Posts to update their business processes and reporting requirements to comply with the new guidelines.
  • Revisit the daily reconciliation procedures and adopt procedures that are less cumbersome and strenuous especially on a small to medium size post.
  • Allow the use of credit cards for authorized expenditures and donations rather than checks. Checks are old fashioned in today's banking environment.

Thank you for your consideration of our request. I remain,

Sincerely, Ralph Hensley, Commander
