Joint Legislative Audit and Review Commission (JLARC) Oversight and Administration of Gaming in the
 

 VDACS is not staffed to sufficiently regulate charitable gaming.

Establishing a single state gaming agency would ensure effective and efficient regulation across all gaming formats. 

Considering this study, would it not be prudent to await action by the legislature to act on forming "a single state gaming agency" to "ensure effective and efficient regulation across all gaming formats" before making large-scale changes to the current gaming regulations?
