Re VDACs Proposed pet store regulations

I was incredulous that the proposed rules for pet stores were NOT the same as for animal shelters. With a few exceptions, animal shelters care for animals 100% better then any for profit pet store. The rules for shelters should be the same for pet stores! Please explain why the protocols would not be the same?! In dozens of states & localities, pet stores are now mandated to only sell puppies/kittens from rescues & shelters due to overpopulation of companion animals - exempting pet stores is the wrong direction.

What incentive would they have to comply with minimum standards if there are NO consequences? Hold them accountable like rescues & shelters. To not do so would give the appearance of being lobbied/paid by pet stores who make big bucks or that you are unaware of where the majority of pet store pups come from. I've been deployed as an Emergency Services volunteer to puppy mills & the cruelty/neglect these dogs incur are incredible. If you haven't been to one, go see one.
