I wish to express my views on the proposed changes to the VADCS gaming rules as follows:

Use of proceeds; I believe that the limit should be no more than 30% of net proceeds from all forms of charitable gaming, electronic, raffle, pull tabs, etc.  15% or 20% would be a more reasonable number.

These organizations not only donate monies to charities but also provide "in kind" donations and services to other local and national non-profits and charities.  Examples of this are allowing the Red Cross to use the facility for blood drives at no cost to them.  In order to allow this the facility incurs costs for utilities, maintenance, and payroll.  Many times food and refreshments are made available at no cost as well.

Restricting the use of proceeds would cause enough economic harm to groups suck as Moose Lodges, Eagles, Elks, VFW, American Legion Posts, etc.  Many would close and this would hinder the efforts of many charitable groups, civic and even some first responder groups that rely on these venues.  I do not believe that Virginia or Virginia localities have many facilities available for these events.
