11VAC20-20-10. Definitions
 

"Use of proceeds" means the use of funds derived by an organization from its charitable gaming activities, which are disbursed for those lawful religious, charitable, community, or educational purposes.”

Use of Proceeds is the Virginia State Government dictating how we can spend OUR charitable gaming funds limited to lawful religious, charitable, community, or educational purposes. After we give the required percentage to charity, what concern is it of the Virginia State Government’s as to how we use our charitable gaming proceeds? How is it that the Virginia State Government can prohibit our clubs from using OUR charitable gaming funds for events only open for our members?
