The General Assembly should not allow the governor to remove Virginia from the RGGI program.  It has already provided millions of dollars to localities to help them design and implement flood mitigation projects.  In addition, industry greenhouse gas emissions in Virginia have been reduced more than any other state in the surrounding area.  The fees charged on individual power bills are minuscule compared to the cost of repairing flood damage.  An ounce of prevention is worth a pound of cure!
