It is wrong, arbitrary, and capricious to allow not counting absentee ballots on the basis of readability of signatures. If pharmacists did this, most prescriptions from doctors would be invalid. Have you ever tried to read the signature of the President of the United States? This is poor regulation and will put Virginia back into the days of literacy tests. You must know that it will be challenged in court at great expense to the Commonwealth. Vote NO on this regulation.
