I believe we should err on the side of counting votes, not eliminating them.  As long as the process is able to determine 1 vote per person, we should not be removing votes due to technicalities.

It is this type of regulation that can lead to more voting issues, and the last thing Virginia needs is to become another Florida and hanging chads issue.
