what you are proposing is a violation of the constitution. to supress the vote with out letting the citizens aware what you are proposing will not fly. a person who cannot help how they write & to throw away their vote so their voice could not be heard, & not counted is not legal. everyone has the right to vote without taxes,test or made up rules to cover favor one party over another .
