Has State govt clearly articulated the need for this legislation?
 

As an American expat who has voted many times from overseas, I feel compelled to state that I have found my local voter registration staff to be extremely professional and thorough. Based on my voting experiences, then, I respectfully ask whether someone from State govt has clearly articulated the need for this legislation to the electorate. 

Specifically, on average, what percent of votes does the State Board of Elections receive each election in which they are truly uncertain about the identification of the voter? How many actual votes does this represent, by precinct? 
In other words, is this a real problem that needs a real solution?
Without demonstrating a true need for this legislation, I must respectfully disagree that these proposed regulations do not appear to conflict with the Constitution of the United States or of the Commonwealth. Creating legislation simply to refuse votes without any legitiment cause would certainly be in direct conflict of both.
